City offices will be closed for Labor Day on Monday, September 4th. The final show for the 2023 Woodstock Summer Concert Series is Drivin N Cryin on Saturday, September 9^th at 7:30 pm in the Northside Hospital Cherokee Amphitheater. City of Woodstock's 9/11 Day of Remembrance Ceremony takes place Monday, September 11^th at 6pm in the Park at City Center. The Regular Meeting of Mayor and Council scheduled for Monday, September 11^th is cancelled.

Richard M. Munroe has applied to the City of Woodstock on behalf of Thomas Wayne Distillery, LLC for the manufacturing of distilled spirits at a distillery located at 201 Bell Place, Suite A, within the city limits of Woodstock.  Thomas Wayne Distillery, LLC is owned by Richard M. Munroe, Laura Ann Castor, and Nooralah Hudani. The registered agent will be Richard M. Munroe.

Jason M. Mastowski has applied to the City of Woodstock on behalf of Peach State Games, LLC for on-premise consumption of malt beverages at a hobby shop gaming facility located at 10010 Highway 92, Ste. 110, within the city limits of Woodstock.  Peach State Games, LLC is solely owned by Jason M. Mastowski. The registered agent will be Jason M. Mastowski.

Brijesh Patel has applied to the City of Woodstock on behalf of GURUPSM100, LLC dba Drip & Drop Liquor Warehouse for the package sales of distilled spirits, wine, and malt beverages at a package store located at 11289 Hwy 92 within the city limits of Woodstock.  GURUPSM100, LLC dba Drip & Drop Liquor Warehouse is solely owned by Harikrishna Patel. The registered agent will be Brijesh Patel.

Approve Market Street Closure as requested.

This year's Taste of Woodstock event is being held on the Woodstock Arts Event Green and Market Street on Thursday September 14th from 5-9. Refer to attached special event permit application for details of the event and the request to close Market Street from Oak to Mill Street from 6 Am to midnight on September 14th.

We are seeking the approval from Council for Task Order 01 Amendment 2 contract extension for EOM to operate the Rubes Creek Water Reclamation Facility and wastewater pump stations from 10/01/2023 through 09/30/2024.

Staff requests Council approval the FY24 contract renewal for the Toilet Retrofit Program.

Request Council Approval of annual contract renewal for Roadbotics pavement assessment system.

Contract has been through legal review.  Recommend approval of agreement.

Current CivicHR software is reaching end of life and will no longer be supported. UKG software vendor will provide similar services to support HR as well as some new features in the day to day software we use. 

Staff recommends approval pending a revision of the Promissory Note and Loan Agreement to say City of Woodstock, Georgia rather than City of Woodstock, and the resolution of conflicting interest rate language between the Promissory Note and Loan Agreement as to whether interest is calculated on a 360-day year, or actual 365/366-day year. 

Staff recommends approval.

Department Recommends approval of the 2023 Millage Rate at the Full Rollback rate of 5.125 Mils.

Staff recommends that the City Council adopt an Emergency and Regular Ordinance extending the development moratorium for the I-575 and Sixes Road Interchange Area until October 31, or the adoption of the Updated Comprehensive Plan, whichever comes first. The Emergency Ordinance would take effect immediately. The Regular Ordinance would take effect after 2nd reading on September 18. The original Regular Ordinance expires on September 14. 

Attorney Parks Huff, on behalf of Dossey, LLC, has submitted an application for the annexation of 201 Brownlee Road (parcel 15N11025), currently zoned R-40 (single-family residential) in Cherokee County.  Upon annexation, the parcel would be rezoned from County R-40 to City DT-MR-A (Downtown-Medium Density Residential).  The Applicant also requests a Conditional Use Permit (CUP) for attached housing (townhomes) and Variances to site and architectural standards in the LDO.  The application would allow for the construction of an 88-unit single-family and townhome project.  

Staff recommends City Council approval of the proposed project, subject to the staff-recommended conditions of approval, which includes two additional conditions recommended by the Planning Commission.  The DPC and Planning Commission recommend approval of the proposed project.  

If approved, the decision would not take effect until September 18, 2023 (2nd Reading of the Charter Amendment Ordinance).
